We just ran into the same set of problems as you desribed in your requirements intro...
Reading your article was akin to the conversation that took place in our office this morning.

We need a knowledge base....something we can search for all the technical problems, each individual fixes on a daily basis....we communicate those fixed with customers via email, via word, and we collect a lot of useful fixes from reading the web, and forums, and that knowledge is locked away in individual folders on our desktops ....

I had looked at wikis, some web based tools (paid for and they get expensive quickly) and arrived at the following troughs.

Microsoft Search Server Express...as a means on indexing content within files and is searchable Ivan a browser...and OneNote....

Are you still using OneNote.....have you found anything else...
